genomic alterations performance

Not sure if this is the best way to share this - but while testing SV updates on beta, I found that the genomic alterations tab was taking forever to load - the page actually loaded with an error at first, which I suspect was due to a timeout, and then when I reloaded I pulled this from the network tab:

@jjgao @alisman @inodb This seems to be fixed by new cache implementation. But the initial load(when data is not cached) still takes ~40sec.
