This pr fixed the frontend localdb connection issue: https://github.com/cBioPortal/cbioportal-frontend/pull/4710. Ideally, it should also fix the localdb test in the backend. I tried to compare between the two circle ci files. But they look almost the same, and the backend does not override the property files during the process.
