oncotree_candidate_release should be checked for missing NCI / UMLS links #80

We now have a version "oncotree_candidate_release", which is being used in our production imports. We should be scanning this release for unlinked NCI / UMLS meta info [maybe instead of scanning oncotree_development. ]

This was rolled out a long time ago. We also are going to soon take over the maintenance of external links such as these.
