Issue

Currently there are no Info logs, which makes running the downscaler outside of debug mode look like it doesn't do anything.

Proposal

Add some info logs and Change some debug logs to info logs. Examples:

Start Info, after the client was created
(Info about how many workloads were found at every scan)
(Info about the scan finishing sucessfully)
etc.
