Set the maximum msg fragment length to 65519 bytes. #21

As per the Noise specification rev. 34 section 3. Thanks to @mycognosist for noticing this discrepancy.

One tiny thing: I'm not sure if you also want to update the "Published" date to reflect this latest version or keep the older date?
