Build mode fails with fences #4454

When I use the build function, baritone starts placing fences but then stops and says that it doesn’t have any fences when it has in the hot bar more than enough fences

I guess a more precise formulation for the error message would state that it doesn't have any items of which it knows that they can be used to place the required block state, but that's just needlessly complicated.
