Framework for address-based rules

Based on recipient address (from Received header) apply rules. Examples:

• Show plain text instead of rich text by default.
• Mart as read on receipt.
• Move to folder on receipt.
• Flag on receipt.
• Forward on receipt.
• Reply on receipt.

Each of the above could be its own story. This story is for developing the framework.
