It's unlikely to be added to Toybox soon (none of us are actively adding new feature, really), you could try using BubbleTweak's combat animation slider, and see if that is close to what you are looking for. The mod is here, on Nexus

Well, tried that mod, and by the looks of it, this mod simply modify game time scale, everything is speed up, not just animation, including timers in real time combat, so it don't really help in with this issue.

Spell cast animations make casting in real time mode a little difficult and slightly unbalanced compared to normal attacks, since these animation is 3 second which adhere to tabletop rules, but, by my observations, normal attacks works a little differently, they are significantly faster and basically allow to attack almost instantly at the start of the turn, but spells attacks are delayed so even if casters has higher initiative, they will almost always attack later. It's especially bad for Magus class, since they need to move close to enemy and if using spellstrike with touch spells they simply stop for 3 second to cast spell and only then they move to enemy, losing 3 seconds compared to normal fighters.

Add a multiplier for spell cast animations speed.
Describe alternatives you've considered
If altering animation speed in game is not possible, then perhaps editing animations directly by speeding it up in various intervals, for example 1 sec, 2 sec, 0.5 sec, and making an option to swap default ones for edited. Also when using metamagic on sorcerer spells, they have increased animation time that looks like animation is simply stopped after it's completion on casting part of animation, before firing/applying animation. So perhaps use similar method to decrease animation time, although it probably wouldn't look to good if it simply cut animation mid play. As a last resort, maybe simply make all spells cast without animation, like it's working with quickened spells in real time mode. Or at least make it work like that only for spellstrike magus ability.
