Patch upgrade failing when two third position version back #123

For some reason, the patch upgrade system is failing to run correctly when the third position version is two or more back. What should happen is the patcher will upgrade Cabernet to the next third version and run the patcher at each level. The plugins would also need to support this upgrade technique. For the plugins, it should disable the plugins if it cannot upgrade to the latest plugin due to Cabernet version constraint. All plugins and Cabernet are upgraded to the latest version, the plugins can be enabled.
