Infra: Automate generation of ballot e-mail #9

It would be nice if we go down the route of a bot account (see #4 ) to have a command where CWG members can tag the bot to add a comment that can be copy/pasted for use as a ballot e-mail.

For example, saying @cabforum-bot discuss Ballot SCXX on 2021-01-25 on a Pull Request could cause the bot to add a comment to the PR with all of the necessary permalinks automatically computed, using the text of the Pull Request as the "Purpose of the Ballot", and computing the discussion period from (the current date, the date provided).

This could be further enhanced with other commands (e.g. @cabforum-bot endorse to signal a members endorsement).
