Update Appendix A2 for eID in IDC registration scheme #246

IDC: For an identifier based on a national identity card issued to the Subject Individual.

A current proposal at ETSI ESI would amend that text (to accomodate the fact that some eID may have a number differing from a physical card) to say:

"IDC" for identification based on national identity card or electronic identification means number.

Should that be accepted, then the S/MIME BR should update as well.
