NPCs not showing during the day #1

Looks like all Mobs are incorrectly getting the AFF_NOSHOW and Nocutrnal bits set, hiding them during the day when they shouldn't be. Trying to track this down, but maybe a database issue.

(Nocturnal) A mischievous imp lurks in the shadows near Grulk.

Every NPC is getting ACT_NOCTURNAL, but I have no clue how or why and the code that loads that stuff is crazy.
