What does this PR do?
Create an abstraction, used by the models, that automatically manages a Redis cache for single records (not queries).
Refactor models to use the new abstraction.
Added a special-use-case caching for the DeviceNetworkTypeLink query on IP device uplinks.
Limit the "count" aggregation on queries to only REST handlers, or if requested internally.
