The netreach adapter needs to be able to handle hostapd ready before controller registration #65

If the NetReach agent/adapter gets notified that hostapd is ready before completing registration with the NetReach controller, it will attempt to set the SSID before knowing what SSID to set.

Note that this started happening once DPP was disabled - which reduces the number of steps that need to happen during hostapd initialization.
