Change to set the vxlan key to match the vlan instead of deriving a per-link key #77

As vxlans filter their traffic by a combination of IP address and key, there's no need to use a unique key per connection - as the address plus vlan is sufficient - at least until we start deploying multiple AP Groups. Then we'll need to incorporate an AP Group ID into the key.
