Testing and promoting upstream kolla containers #201

Test new Kolla containers for current release. Queens release.

Pull new containers into the snapsopenstack hub and tag with queens-testing.

Run Virtual CI test against queens-testing. (this may require a patch to snaps-ci scripts). Ask Steve.

Test a virtual install.

Then add and tag to snapsopenstack repo.

This needs some changes to template to add the kolla container tag name. Also involves changes to the scripts/template files that get updated on the build server prior to install. As per advice from Randy, this is getting moved to backlog until Bo or someone who can take it up is available.
