Rename to snaps-openstack #28

Moving to a more user friendly name. Docs may also need to be updated.

I renamed the repo and changed the description. Now I am going to create a branch to do the rest of the updates. First, I have to run:

git remote set-url origin https://github.com/cablelabs/snaps-openstack.git

  1. Updated README.md
  2. Renamed snaps-kolla dir to snaps-openstack with git mv snaps-kolla snaps-openstack
  3. Updated install.md
