Integration of the P4Runtime would make the SDN component easier to implement; however, we have had issues in the past with the P4Runtime when running in the tofino-model.

Answered received from Barefoot Support to ticket https://support.barefootnetworks.com/hc/en-us/requests/11333 on how to activate the P4Runtime engine.

I will keep the tofino-p4-bfruntime branch around a bit just in case we have to circle back.
