Fix data_forward web service call to core.p4 (v1model) #225

When running single_switch core mininet integration tests, when configuring with the following variable options, the core integration tests break when they attempt to call the SDN web service for inserting and deleting from the data_forward_t table.

Please note that we may not be supporting v1model on Tofino any longer.
