Setup snaps-hcp on FAN lab AE node #357

We currently have an AE node running with the SimpleAE service. Once Ashwini has completed her snaps-hcp setup, configuration, and testing, we should install and ElasticSearch, Kibana on that machine.

We will not be using snaps-hcp for the TPS AE.
