Expand pkt-flood tests to exercise SimpleAE destination port based count rules #369

361 will add the new configuration and implement its usage. Due to time constraints, this ticket will be used to expand the test cases around this new SimpleAE functionality in the pkt-flood suite of tests.

Additionally, add in unit tests to oinc_tests.py as well for this new functionality
