P4 Code tested on 9.2.0 will not run on lab trial switches #371

The Arista switches are currently running bf-sde-9.0.0 After initially testing against our existing AMI and failing, I found a bug in the BF Compiler code.

Also found bug #370 for building the 9.0.0 environment apparently due to the Python 3 upgrade.

To address this issue, I have basically hacked the environment build scripts and node setup scripts in such a way I may not want to commit.

Will also need to fix the setup of arp multicast as the BRI interfaces will not work in this case; however, for the lab_trial, everything will be manual so hopefully the controller will not mess with the multicast setup.

We will also have problems with port configuration as the Arista switch does not have bfrt_python installed.
