user ops suck.

there should be an easy way to create a team

• "code a new op" should advertise a namespace like Ops.Teams.UserPandur.
• when using this for the first time, the team will be created.
• people then can invite others to use their ops.

if you don't have user ops, that namespace should not be in dropdowns.
