remove concept of patch ops from standalone

the logic is already in op dirs. there you can define which patches use those ops

• default op creation dir is ./ops relative to .cables file
• default op creation namespace is Ops.Local.
• multiple projects in same dir share all ops in ./ops
• suggest only Ops.Local. namespace in create/clone dialog dropdown
