Fix link to xml2rfc #228

Fix link to xml2rfc. I guess separating xml2rfc (the tool) and BibXML (the database) is the right thing to do, but I'm fairly new to the IETF community, so I'm not 100% sure. Fixes https://github.com/cabo/kramdown-rfc/issues/226.
