As using as default 2.4 branch is currently refused, there's still a need to remove the --no-dev flag, to be able to switch to it from command line.

@jbrooksuk this one has my 👍 - I believe we need this, then we can merge https://github.com/CachetHQ/Docker/pull/309 so that the default container builds 2.4 instead of master
