encryptenv issue #4158

i have use mrgswift/laravel-encryptenv for encryption. .env vars encrypts successfully.After php artisan config:cache application goes start of setup menu,it cannot connect db(MYSQL). app cannot decrypt value from .env.i used doc for config https://github.com/mrgswift/laravel-encryptenv
