Upgraded to laravel 9 #4345

Hey! I upgraded some NPM and Composer packages. Most importantly upgraded to laravel 9 / PHP 8.0.2

I also added Twilio SMS notifications and fixed some issues or weird code (e.g. when having a set finished date with schedules, they would disappear)

If you have any questions, I'll to to answer them asap :)

Hey @Florian-Mahlberg, thank you so much for maintaining this fork of Cachet.

We're not going to merge this now as 2.x is now considered unsupported, while we focus our efforts on 3.x.

We hope to get the new cachethq/core package open-sourced in the next week or so.
