I'm not 100% sure I've nailed the logic here. There are a few situations to handle too, including:

[x] What happens when we're only displaying disrupted days?
[x] Should "Previous Incidents" and "Newer Incidents" be displayed if there are no previous or newer incidents?
[x] You shouldn't be able to page forward in time (at least via the UI).
[x] When paging, should the links take you to the next date?
