Drops support for PHP 7.3, 7.4 and 8.0 to match Heroku and simplify GitHub workflow conditions
Build Swoole v5.1.1 on PHP 8.3
Build OpenSwoole v22.1.0 on PHP 8.3
Fixed PHP 8.3 extension builds
