Add inline help tool tips that link to FAQ articles where applicable #197

How can we improve on the FAQ? Is it possible to give the user additional contextual information about what they're looking at without dropping them in an FAQ? I think @tdooner really sums it up here.

I'm including some screenshots from the FEC site to illustrate one direction we can take this.

I think the fly-in definitions look-up panel is more than we should tackle right. Inline help tool tips would be more doable. Going to put together a quick mock-up.

@sfdoran would you please identify terms and places where additional context text and tooltips might be needed?
