Padding and grid inconsistencies #228

Opening this issue to collect the locations where the grid is off, often because of extra padding.

[ ] .divided-section should not have left/right padding
[ ] .localePage-electionTypePageContainer has extra left/right padding
[ ] .odca-linkListItem-link has custom left padding which looks slightly off from the grid.
[ ] .odca-linkListItem-innerContainer has left margin, which I think is correct, but depends on the padding from .odca-linkListItem-link
[ ] hide show toggle for ballot measure summary needs bottom margin
