kde4-config isn't available on new installations.

Note: on my Kubuntu 18.10, I still see both tools. Maybe this is because of an upgrade of an older release.

Probably, kde4-config comes from kde4 stuff which isn't part of Plasma releases anymore (or KF5 for that matter).
