[Suggestion] Config option to make plants appear as flowers when bonemealing grass

In a normal world, exploring to find flowers is great. I'm working on a skyblock pack, so this gives some obvious challenges. I'd like a config option that would cause these flowers to rarely appear when applying bone meal to grass.

I'd like all of the plants to appear reguardless of biome.
