DEB repo: package list refresh fails, error 402 (payment required) #100

Receiving the following error while trying sudo apt update on debian.

E: Failed to fetch https://dl.cloudsmith.io/public/caddy/stable/deb/debian/dists/any-version/InRelease  402  Payment Required [IP: 18.67.39.68 443]
E: The repository 'https://dl.cloudsmith.io/public/caddy/stable/deb/debian any-version InRelease' is no longer signed.

Welp :grimacing: we hit the limits on our Cloudsmith account.

The good news is the current window ends tomorrow, so it should roll over shortly.

FYI @lskillen, anything you can do to help us with this? Not much we can do to prevent Caddy's growth.
