Merge changes to enable building with `metaio` #94

These changes fall into a few different categories:

  1. changes to ${SRCDIR}/stand that Warner committed upstream to fix loader problems (which BBN observed in their testbed),
  2. changes that had previously been used to build FreeBSD with metaio but which were lost or disconnected when we upstreamed some of the foundational support (during this time I don't think there were regular metaio builds going in Jenkins) and
  3. changes to exclude more binaries from being built with metaio, as more things would be instrumented than used to be the case.

Jenkins ought to build and test this pull request, after which I hope we can merge it into cadets. We might then also consider merging it into cadets-e3.
