VesselParameterGroup setting in TLA missions  too restrictive #24

Missions are too tied to specific Vessel IDs for various stages. The missions should really be designed around the presence of the "Observer" rather than the vehicle. This would allow for multi vehicle operations such as air/sea/undersea
