We should be able to add new items to a collection any time. I think probably we don't want to delete items (since they are being used as persistent identifiers) but we may want to enable a status which says an image has been deprecated or superceded. I do think it's certainly reasonable to think about a single image being part of multiple collections, but that does not replace the need for collections to be living things. But you raise an interesting issue here -- there are definitely some things we still need to work through regarding what it means to "publish" a collection under the data.perseus.org namespace, and how many official collections we want to support there, whether we want to support the concept of a default bucket collection, etc.
