Addressed in v0.4.6. Thanks for pointing that out!
Finally got around to updating today. Mesas are still not allowing negative elevations. I'll apologize for not specifically stating that Plateau Ramps and Plateau Mesas as I'm not always the best in conveying non code specific terms to code specific terms. The ramps are good, the mesas aren't.
Foundry v12.331 PF2e v6.3.1 Terrain Mapper v0.4.5
As the title says, plateaus and ramps will not set any elevations that go below 0. The input field allows for a negative number, but it does not apply. Stairs themselves will still apply elevations that go below 0, however their behavior when it comes to setting elevations gets very intermittent in general as to how they apply the elevation change. Sometimes they will interact with other stairs, sometimes they will not. The only way to create predictable interactions is to have the reset box checked, however that just breaks any kind of interaction with anything that doesn't have an elevation of 0. So in short, the only way to have any kind of elevation setting of below 0 without causing problems seems to once again be rolling back to v0.3.0 for the 'Set Elevation' toggle.
