Description

This Pull Request is a partial resolution for the issue #19, it localizes the documentation for Ukrainian and German speakers.

Simply copied the EN directory (by the way, very nice documentation structure :D) and created similar directories (UK, DE) for respective translations, with the same files. Also added the links to the index.html file at the root of the docs/ directory so the updated documentation is actually accessible.
