Moved the blacklist and whitelist into the public assets pipeline so the content can access those files and dynamically change them. I also think this cleans up the root as well in case we want to add more content such as a list of memes.
Added some comments because I hate reading code
Removed a console log I had left in the code

Once this is up and stable, I would like to start spreading the word about the new site and repo. I think it'll help centralize information. Really should start thinking about that memelist too :D

Hmm, the lists still only show for like a second on my browser, Firefox 66.04. Then they are replaced with the readme text again.

I also think that maybe there should be direct links to the whitelist and blacklist markdown sources in the navigation section of the readme, since it may not be obvious to a newcomer where they are.

Might it be desirable to have the HTML lists in separate files, so they can be linked to directly?
