This component was built as a web component in alpha, has been refined on covid. Is already progressively enhanced so it shows up open when the component javascript doesn't execute, otherwise is closed. This task is to create the custom Gutenberg block for the accordion
Description
The cannabis site needs to use the accordion element on content pages so a custom Gutenberg block will help site authors utilize it without writing any code or requiring an 11ty transformation step like we use on the covid19 site.
