• Added references to partial header file to be compatible with CAWeb ^1.6.3.
• Update layouts for scrollable card and promotional card.
• Update paginator code for post-list and variants.
• Update the README, ROADMAP and CHANGELOG (including with future plans)
• Add ADR (Architectural Decision Records) folder so we can start to include architectural decisions on this project long term
• Rename DEVELOPMENT.md to MAINTENANCE.md

Everyone seems to be out today. We tested this code on CDT's new QA server, so merging! It's ready for production.

Notes for team:

On paginator: The paginator behavior, while updated, doesn't seem to be improved with this fully integrated version. Since there are so many pages, another factor that could slow it down is caching on the API end. Again, when we switch to headless, this is handled totally differently.

We are also going to deprecate that behavior when we switch to headless, so won't be prioritizing improvements on that feature right now - it also has some UX jumpiness, and it doesn't scroll up to the top and quietly updates content, so the experience feels a little weird & would be nice to prioritize that if it's an issue in headless.
