This deprecated plugin is still in use on some ca.gov websites, and the changes in this release include:

a check for an apply_filters hook to suppress Pantheon specific code
checking to see if the Pantheon environment variable is set.

A note on this PR @zakiya

I see that the version of the hook we are looking at accepts mixed values. The theme code could use confirmation that the way that the filter is implemented works with themes, and would be helpful to test that as well.
