Caltrans training: Create survey to assess technical skills and levels prior to training

Update 1/5: Melanie will begin on a baseline assessment to gauge trainee skill levels ahead of time. It would ask for familiarity with the platform as a whole (Snowflake, dbt, fivetran) as well as specific subtopics relevant to MDSA work.

Example scale: Basic Knowledge Scale

• No Familiarity
• Limited Understanding
• Moderate Understanding
• Good Understanding
• Expert

Goal will be to send this out ahead of training so sometime during the week of 1/22.
