Create new project board for Caltrans #418

The ask is to create a project board specifically for Caltrans to work with as we get further into handoff.

New project board created, it turns out items from the original project board like size, priority, sprint, and status do not automatically carry over. For next steps I will need to manually set those for active issues. Then we will need to work with Caltrans to pick a day (possibly this coming Monday 10/14) to cut over and use the new project board.

All active issues in the new board have been assigned the correct size/priority/sprint/status. Will likely need to do it again for any issues created between now and cutover but if we do it next week there shouldn't be too many new ones.

Will talk to Caltrans in Sprint Planning this week to plan the cutover.
