Replace the valid_from to active date in hov_perforamnce model #451

We assumed that valid_from does not filter properly the meta data for ML and HOV station and cause duplicate or multiple metadata issues for the same station over different time. we need to replace the valid from with active_date from {{ ref('int_vds__active_stations') }} to present the meta data properly. Lets update PERFORMANCE__STATION_METRIC_AGG_RECENT_ONE_WEEK
