Meta data duplicate issue #480

To fix the duplicate lat and long, I have simply consider the max absolute postmile to filter out the duplicate lat and long for each station. Fixed addt and bottleneck model. I believe that this is going to fix the raise issue. Additional note, we already filter out the geo current detector by recent valid to date, but more than one postmile for a same station create two geo-location for a single station.
