State dashboard: LA and SD data lag #6111

From Brooke:

We are putting a 1 day lag on the case data for just LA and SD. so basically they send us their cases today, but those cases will be counted new tomorrow.

Something like: data from Los Angeles and San Diego counties are reported one day later than the rest of the state.

This issue is to add a new note to the appropriate places on the state dashboard.

We will also need a note to cover February 10 when the lag goes into effect. Proposed language:

There is no case, hospitalization, and death data for Los Angeles and San Diego counties today. We will report this data on February 11, 2022. This is due to the implementation of a 1-day reporting lag for Los Angeles and San Diego counties.
