Vaccination data: change fully vaccinated #6540

CDPH is moving away from using the term "fully vaccinated" to describe someone who has received 2 doses of Moderna or Pfizer or 1 dose of Johnson & Johnson. This issue is to update Vaccination data with alternate language.
